Tender Manager – Public Market Amsterdam • Cullen Cleaning Services

We are seeking a skilled and detail-oriented Tender Manager to lead and manage public sector tendering processes across the Netherlands. This is a strategic role focused on securing new business opportunities through competitive bidding, particularly within government, municipal, and public institution contracts.

• Identify and monitor public sector tender opportunities relevant to CCS Cleaning.
• Lead the end-to-end tender process, including bid strategy, documentation, pricing coordination, and submission.
• Collaborate with internal departments (Sales, Operations, Finance, Legal) to gather required input and ensure compliance.
• Develop compelling and compliant tender responses that reflect CCS’s value proposition and service excellence.
• Maintain a calendar of upcoming tenders and ensure timely preparation and submission.
• Analyse tender outcomes and provide feedback for continuous improvement.
• Build relationships with procurement professionals and public sector stakeholders.
• Stay informed on public procurement regulations and market trends.

• Strong written and verbal communication skills in Dutch; good command of English.
• Valid driver’s license and willingness to travel as needed.
• Proven experience managing public sector tenders, preferably in cleaning, facilities management, or related industries.
• Strong understanding of Dutch public procurement laws and procedures.
• Excellent project management and organizational skills.
• Ability to work independently and collaboratively across departments.
• High attention to detail and ability to manage multiple deadlines.
• Proficiency in Microsoft Office and tender management platforms.
