Our client is a producer of sustainable fuel. They are an international operating organization with 5.400 employees working across 16 countries. In the Netherlands, their refineries are located on the Maasvlakte and in Zeeland, employing around 300 colleagues. For their refinery at the Maasvlakte site, we are currently looking for HSSE Lead Shutdown & Turnaround.. As HSSE Lead, you will be responsible for the development, implementation, and management of all HSSE aspects during shutdowns and turnarounds. You play a key role in ensuring compliance with applicable legislation, company policies, and industry best practices. By promoting a proactive safety culture, you contribute directly to minimizing risks for both personnel and the environment.
You are part of the HSSEQ department and report directly to the Head of HSE Netherlands. In this position, you collaborate closely with the turnaround team, site HSSEQ colleagues, and contractors to ensure safe and successful turnaround execution.

Your Responsibilities
General
• Provide expert HSE guidance throughout all turnaround phases.
• Champion the “No Harm, Together” safety vision through visible leadership and active engagement.

Planning & Development
• Develop a comprehensive Shutdown & Turnaround HSSE Plan.
• Collaborate with internal teams and contractors to define safe work methods based on risk assessments.

Implementation & Monitoring
• Ensure proper execution of the HSSE plan and monitor compliance.
• Lead safety meetings and conduct regular safety walks.
• Perform incident investigations and root cause analyses where needed.
Contractor Management
• Conduct contractor pre-qualifications and safety audits.
• Provide HSE onboarding and training for contractor personnel.
• Monitor contractor performance against HSSE requirements.

Compliance & Reporting
• Ensure alignment with regulatory HSE standards.
• Submit regular HSSE reports to site and corporate stakeholders.
• Foster a culture of transparent reporting (e.g., near misses and safety observations).

Security
• Coordinate with Site Security to ensure appropriate security arrangements during shutdowns.. • Bachelor's degree in Occupational Health and Safety or a related field (HVK or equivalent) or same level gained through experience;
• At least 5 years experience in HSE within the (petro-)chemical industry, including maintenance turnarounds;
• Knowledge of relevant HSE regulations and industry standards;
• Strong understanding of Risk Assessment and Hazard Analysis Techniques;
• Proven ability to work effectively in a fast-paced and demanding environment;
• Experience with permit to work, TRA and MOC processes;
• Experience in confined space entry, hot work, and working at heights.. • Work for a growing organization that develops solutions to combat climate change and accelerate the transition to a circular economy

• A gross monthly salary between € 5.500,00 and € 6900,00, depending on experience and knowlegde
