Temporary position, contract half a year

 

In this role you help our programme managers, project managers and sister organisations in other countries to set up and apply sound monitoring & evaluation when they are working on project/programme design and implementation. With your advice, guidance and assistance you improve accountability and learning. You will also help build the PMEAL capacity in countries of operation and you contribute to the Netherlands Red Cross (NLRC) strategy.

Where are you going to work?

The PMEAL team is at any time composed of four to five positions and is coordinated by one of the PMEAL advisors. The PMEAL team belongs to the Strategic Operations & Finance Cluster and primarily supports the work of the International Assistance cluster.

The Strategic Operations & Finance cluster guides and supports the organisation to work effectively and efficiently by providing management information, data-driven decision-making, expert advice, and internal services, so that the organisation achieves its strategic goals and can continuously improve.

In this role you will work closely together with all teams within the International Assistance Cluster and within the Strategic Operations & Finance Cluster. There are teams focussing on disaster preparedness & response, partnerships, programme development & programme management, water climate & environment, and data & digital. In addition, you will also work with other teams within the NLRC such as fundraising and communications. The PMEAL advisor can provide support to all these teams.

 

What are your core tasks going to be?

  • Planning: with programme managers and project managers, develop and maintain planning approaches. With partners, facilitate the development of Theory of Changes and logical frameworks within the countries of implementation. Ensure that M&E of projects and programmes is well integrated in the design of the programme and assist partners in reporting. Advise on PMEAL costs in programme and project budgets.
  • Monitoring: support project managers in designing indicator frameworks and monitoring & evaluation plans, including alignment of key (cross-cutting) issues such as sustainability, gender, youth and green response. Develop reporting tools based on the capacity of implementing partners, internal information needs and donor requirements. Support and conduct baseline studies, midterm reviews and endline studies.
    • Reporting: Advise and support project and programme managers as well as advisors in reporting to donors. Review, align and promote PMEAL activities, approaches and guidelines.
  • Evaluations: Work together with knowledge institutes on impact assessments and develop terms of references for external evaluators/consultants. Conduct internal evaluations and organize learning sessions.
  • Community Engagement and Accountability: CEA is a RCRC approach that recognizes all community members as equal partners. Ensure that within NLRC’s programming we are accountable to the people we serve and offer relevant community driven support. Advice on letting the work be guided by the needs, priorities and preferences of communities. Special emphasis is placed on solid feedback mechanisms.
  • Capacity sharing: Frequent travel to partner countries to support Red Cross/Red Crescent partners in PMEAL activities, for instance by providing training in the Theory of Change methodology, and (participative) qualitative and quantitative data collection tools for baselines, midterm reviews and evaluations.
  • Learning: Support participative learning processes within projects and programmes. Consolidate learning and assist colleagues in building a track record database. Support organisational learning and using evidence from our activities for programming & humanitarian diplomacy.
  • Networking: Participate and represent the Netherlands Red Cross in relevant working groups and fora, e.g. Red Cross/Red Crescent PMER group.
  • Organisational: Contribute to the revision of the NLRC international assistance department PMEAL strategy and tools. Support the monitoring & evaluation of the strategy & workplan of the international assistance department, as well as other core PMEAL tasks for the organisation.

What do you bring?

  • A Master’s degree (or similar) in Behavioural Sciences, Development Economics, International Relations, Anthropology or other related or relevant academic field.
  • At least 6 years’ professional experience in an organisation that works internationally.
  • At least 3-5 years’ work experience in Planning, Monitoring, Evaluation, Accountability and Learning.
  • Previous experience in the Red Cross Red Crescent Movement is an asset, if not then working in partnership with local organisations for the implementation of programmes and projects.
  • Relevant experience with and/or in the sub-Saharan Africa, Middle East.
  • Demonstrable knowledge of planning, monitoring & evaluation approaches and their application in a humanitarian / development context, including LFA, Theory of Change and Results-Based Management.
  • Experience in working with community engagement approaches.
  • Basic knowledge of one or more humanitarian/development themes is an asset: community resilience, Disaster Risk Reduction, Climate Change Adaptation, Response Preparedness, Forecast Based Financing, Humanitarian Innovation, Data Preparedness, Health, Water Sanitation & Hygiene Promotion, Migration, Cash.
  • Thorough knowledge of empirical research methods both qualitative as well as quantitative. Experience with case studies, impact assessments, contribution analysis and process tracking are an asset.
  • Experience in data processing and analysis (including data-visualization) and using PME information for reporting to different types of donors.
  • Experience in organisational development on PMEAL.
  • Experience in organisational (strategy) PMEAL.
  • Ability to contribute and facilitate training and knowledge/skills transfer.
  • Critical thinker, good written & verbal communication skills and inter-personal skills.
  • Ability to develop clear goals, and to relate with stakeholders.
  • Excellent command of the English and French language. Because the intended portfolio includes covering PMEAL in support of francophone Red Cross and Red Crescent Societies, working level fluency in French is required.
  • Working level knowledge of Dutch and/or Arabic is an asset.

We offer a contract for half a year, with the possibility of extension depending on funding/performance. 

The salary scale level is set at scale 11 as mentioned in the collective agreement, depending on experience, minimum of € 3.869,44 and a maximum of € 5.424,14 gross per month on the basis of full-time employment. 

Next to your monthly salary you will have a 'personal budget’ at your disposal, of 18,9% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus.

Our office is in the Hague, walking distance from the Laan van NOI station. Based on our re-work concept you work activity based, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross functional issues and to stay connected to each other and our networks.
