Reporting To: CIO/Manager Information Management

The Portfolio Manager will bridge the gap between the IM department and the Business Units, Development Unit, and Corporate departments. This role requires a team player mentality and entrepreneurial determination, with the responsibility of managing the entire IT Portfolio development based on the SAFe method.

The IM team supports the processing of information for policy advice and projects within the energy value chain. The team focuses on reusing data and applications, sharing knowledge about our information landscape, and quickly responding to necessary additions of missing elements in the ICT architecture.

• Inventory and analyze new business wishes from the tactical plans of the Business Units, Development Unit, and Corporate departments.
• Translate user stories within the IM Portfolio into functional solutions and possible strategic directions.
• Collaborate with the Enterprise Architect, Application Delivery Coordinator, and the Product Owners to determine the impact of all portfolio wishes and user stories on the application landscape, data architecture, and delivery teams.
• Coordinate projects with the Business Units, Development Unit, and Corporate departments, resulting in a priority determination per quarter and coordinated resource planning.
• Act as a sparring partner for the Product Owners and/or project leader in (complex) issues.
• Responsible for the quality check of the user story after delivery of new functionality by the scrum team.

• Coordinate the initial priority setting for the quarterly IM portfolio plan on behalf of the IM manager.
• Coordinate Projects or Special Assignments.
• Act as project/innovation manager for large innovative projects on behalf of the IM manager.

This role requires a critical and cooperative attitude towards the internal customer, with the ability to identify the need behind the question or problem. The Portfolio Product Owner must have an overview of the entire EBN application and data landscape and be able to test new wishes against IM frameworks.

• Academic education/HBO+, preferably in the field of business administration or information management.
• Knowledge of SAFE, Agile/Scrum, Prince2, and DevOps practices.
• Knowledge of Data Management (Meta data management and Master data management).
• Knowledge of and experience with process and data modeling.
• Experience with budgeting and performance management of delivery teams.
• Excellent command of the Dutch language in word and writing. English is a plus.

• At least 5 years of Portfolio, product, project, or program management experience or at least 3 years of experience managing an integral IT portfolio.
