The DUO Groningen tender has been (partly) awarded to the combination of Yellow Friday and Sogeti. The hiring of non-proprietary personnel is done by Yellow Friday. The contracting (and therefore also the account management) is done by Sogeti. There is no case of subcontracting and rate stacking, as we are one provider to DUO Groningen.

The ICT Architect is responsible for designing, developing, and safeguarding the IT infrastructure based on VMware vCloud Foundation and vCloud Director. The architect ensures a future-proof, secure, and scalable design that aligns with DUO’s architectural frameworks and ODCN’s connection conditions.

• Develop infrastructural designs and blueprints for the vCloud Foundation and vCloud Director environment.
• Translate DUO architectural principles and ODCN connection conditions into concrete infrastructure designs.
• Ensure integration with security, network, and storage architecture.
• Design and document the migration strategy from the current VMware platform to the new vCloud environment.
• Detail migration paths (greenfield/brownfield), dependencies, and phasing.
• Coordinate migration approach with stakeholders within DUO, ODCN, and suppliers.
• Advise the CTO, project and program managers on technical choices and risks.
• Guide decision-making around the setup and rollout of the new platform.
• Act as a substantive sparring partner for management teams, development teams, and security.
• Ensure compliance with (Government) standards and security frameworks (BIO, NORA, etc.).
• Establish testing and quality criteria for designs and implementation.
• Prepare documentation and handover materials for management organizations.

A major project is currently underway at DUO to switch from their own VMware infrastructure to the vCloud provided by ODCN. Techniques such as Micro Zoning (NSX), Hyperconverged (VSAN), Multi-Tenancy (VCF/VCD) are being used. The platform is currently in the testing or acceptance phase, with a planned migration start in 2026.

• Knowledge of hybrid cloud environments, software-defined data centers, and automation.
• TOGAF knowledge.

• Familiarity with security and compliance requirements within the Central Government.
• Experience working in Agile/SAFe environments.
