We are seeking a professional to manage our electronic communication system related to the Dynamic Purchasing System (DPS). This includes the admission procedure for entrepreneurs and the posting of assignments. The platform also maintains the register of Admitted Entrepreneurs.

Mercell is the procurement platform used for the DPS to which this document relates.

A DPS is an electronic process for making regular purchases of works, supplies or services, the characteristics of which meet the needs of the Contracting Authority due to their general availability on the market. The DPS is open to entrepreneurs who meet the admission requirements throughout its entire duration.

The Contracting Authority uses the DPS to which this document relates exclusively for assignments for the hiring of external capacity and expertise.

A Bidder is the natural or legal person who has submitted a Quote.

A conversation in which it is determined to what extent the Bidder/offered candidate is congruent with the submitted documents. This may involve clarifying the given motivation or explaining the value of specific elements in the CV.

An Information Note is a document that serves as a supplement or amendment to the procurement documents in which the questions of candidates have been answered by the Contracting Authority. The Information Note(s) form part of this document.

A Quote is an offer from the Bidder based on the requirements and wishes in the Request for Quotation.

A document explaining which services fall within the operation of the Agreement to be concluded. It contains the information needed to prepare a Quote.

The Client is the party mentioned in the further Request for Quotation and who concludes the Agreement with the Bidder to whom the assignment is awarded.

The Contractor is the Bidder to whom the Client has awarded the service contract.

An Agreement is a written record of agreements between the Client and the Contractor, based on what has been requested and offered.

A Collaboration is two or more companies submitting a joint Bid, with each company being jointly and severally liable for properly and fully meeting the obligations arising from the Agreement.

This document provides information about the assignments that will be granted under the DPS and the working method of the DPS, and contains the conditions that entrepreneurs must meet to be admitted to the DPS.

The UEA Form is a form for the Uniform European Procurement Document (formerly own declaration), in which the own declaration as referred to in article 2.84 of the Procurement Act 2012 with regard to exclusion grounds and suitability requirements, must be filled in.
